2007 – 2011     IAP World Services, Moffet Field, California

 

CHIEF ENGINEER; MAINTENANCE ENGINEERING TASK ORDER MANAGER – Group task management and engineering lead for technical project task delivery group of multiple ongoing IDIQ maintenance improvement projects (~350 yearly task orders) to $500K in size at the NASA complex at Moffet Field, with focus on technical root cause failure analysis, and timely and cost effective facility operations. Provided estimating and functional process flow procedure standardization for routine task order execution, within a computerized maintenance management system (CMMS) environment, in support of an institutional campus-wide construction maintenance program. 

 

2002 – 2007     Parsons Corp., Pasadena, CA

 

LEAD PROGRAM SCHEDULER / SERVICE ORDER MANAGER; – (2 yrs) Program level scheduling support for various types of schedule studies in support of a 39 project, 4.5 billion dollar San Francisco, CA regional water system improvement program. Scheduling/cash flow scenarios were analyzed for possible optimization schemes in the execution of the overall program development including conceptual planning, environmental compliance, design, construction, and project commissioning.  An additional aspect of this role was acting as a task and staffing manager for project controls personnel, and acting as estimating coordinator for estimate review efforts.

 

PROJECT CONTROLS MANAGER – (3 yrs) Support to engineering management team for $20M/year ordnance clean-up activities on the old Ft. Ord, CA military base.  Functions included:  overall project controls oversight, progress status and internal profitability reporting, weekly baseline schedule updates, cash flow analysis, monthly cost reporting/monitoring and forecasting, EVMS variance analysis, and miscellaneous estimating on an as-needed basis.

CONSTRUCTION PROJECT MANAGER - Program management, conceptual & detail construction cost estimating, value engineering, planning & scheduling, and construction management support service functions for commercial and industrial seismic upgrade projects. Part-time business development and proposal preparation was also performed in conjunction with corporate marketing personnel.

PRINCIPAL CIVIL ENGINEER; FIELD COST ENGINEER – Construction support services contractor for operations & maintenance of the NASA wind tunnel research facility at Moffet Field, CA.  Primary functions involved field cost engineering, field craft supervision of electrical and mechanical maintenance personnel, and participated as a member of a project/construction management “tiger” team handling coordination & scheduling of a multi-project wind tunnel facility service shutdown event.

SENIOR PROJECT CONTROLS ENGINEER ‑ Staff member for several engineering project teams, responsible for executing Project Control functions. One year of this period was as group/project lead. Project control functions were conducted in compliance with the federal government’s FAR contracting regulations, defining acceptable cost and pricing practices for governmental DOD, DOE, and EPA projects, typically administered by the Corps of Engineers, (USACOE). 

 

Other duties included producing and presenting monthly project cost reports, corporate internal cost and margin / profitability statements, project planning & scheduling, government cost audit preparation, invoice preparation and/or review, fee and partial payment analysis, new project proposals in compliance with overhead accounting standards, and occasional subcontract administration tasks.

 

1985 – 1988     National Aeronautics and Space Administration (NASA), Moffet Field, CA

 

CONSTRUCTION MANAGERProject coordination of roughly 10 concurrent projects in various stages of the design/construction process as the federal Contracting Officer’s Technical Representative (COTR).  Projects were in the $200K to $1,500K price range and were either commercial/institutional building modifications or utility upgrades performed under Federal Acquisition Regulation (FAR) policy.
